M&TSI, COSMOS, RMP, vs. GARCIA

Hello, I am from Northern CA in Junior in High school. I need some helps to decide what is the best summer program and strategy to accept the program by the order of acceptance. I certainly do not want to offend any admission officers and would like to increase my chance to enter top colleges. Please help me. I am interested in Mechanical engineering or Bioengineering, I like to build robotic VEX and in VEX Worlds three times. I am thinking to found a new VEX club next year and help the club to enter World. I am not sure whether I should consider Research, STEM, or Engineering/Business. Can I accept MT&SI on by due date Monday and later inform it not to go if RMP accepts me in early May? Will I offend UPenn MTSI admission officers? I am interested to enter UC Berkeley MET program.
